Pandan Counsel was established to fill a specific gap in Singapore's legal services landscape — the need for focused, practical environmental compliance counsel that businesses could rely on without navigating the complexity of a large generalist firm.

Environmental law in Singapore has grown considerably in scope and complexity over the past decade. The Carbon Pricing Act, evolving NEA permit requirements, and growing sustainability reporting obligations from the SGX mean that businesses across many sectors now carry environmental regulatory responsibilities they may not have anticipated.

Pandan Counsel was built around the belief that legal support in this area should be as clear and structured as the regulatory frameworks it addresses. Pandan Counsel operates as a focused environmental law practice serving businesses across Singapore's principal industry sectors. Our work covers the regulatory requirements most commonly faced by companies engaged in construction, manufacturing, logistics, food production, and corporate operations — the sectors where environmental compliance obligations are most frequent and most significant.

Singapore's environmental regulatory framework is administered primarily through the National Environment Agency under the Environmental Protection and Management Act. The framework covers pollution control, waste management, hazardous substances, and noise regulation. Businesses operating in regulated sectors require permits and approvals before commencing or continuing relevant operations, and must maintain compliance with the conditions attached to those approvals.

The Carbon Pricing Act introduced a structured carbon tax framework in Singapore, applicable to facilities above specified emissions thresholds. Related obligations include engagement with eligible offset mechanisms and the accurate tracking and reporting of emissions. Separately, Singapore Exchange sustainability reporting requirements apply to listed companies and are expanding in scope, drawing on both ISSB standards and Singapore-specific guidelines.
